I just bumped into Mister Reaper and happened to notice that he was firing on a Kusari Naval Forces vessel, in Leeds.
As I approached to scan him, he already destroyed it, though he was silly enough to pick up the evidence himself.

Mister in question has obviously chosen his side.
I wonder how much would the Empire pay for this though.
