To be more specific: We're not democratic. Whatever democracy we appear to have is a front for the horrible, horrible truth.
I'm just following what I've read in the Wiki about the Outcasts. It doesn't say that the government is a democracy in words, but "A government of the people, by the people, for the people" does sound like a democracy to me, with the fair voting and equal representation. If you could fill me in with the actual Outcast politics that would be appreciated.
Mussolini didn't have a Nazi fetish. In fact, for most of his rule he sided with Britain and France against Germany by signing the Stresa Front, which was to protect Austrian independence and prevent Germany from making any changes to the Treaty of Versailles. He was kicked out of the Italian socialist party in 1915 for supporting Britain and France in WWI. Mussolini's invasion of Abyssinia saw him start to drift away from the two countries and toward Nazi Germany, eventually leading to the Pact of Steel in May 1939. He didn't actually like the Nazis, but after Britain and France cut various trade shipments to Italy following the invasion of Abyssinia (which he believed they had approved of when he received no response) pushed Italy into "Germany's outstretched arms".
I did an essay on how Italy affected Germany during the war and researched this sort of stuff, it you're wondering how I know.

Even communism uses a military system with many different ranks. If everybody was the same rank then nobody would order anybody around and nothing would be done.
