here's the thing...quite often, you get your money, and then you need to get repped before you can buy an id....common practice.

..and why would it be so bloody difficult to keep your character under level 40 until that is accomplished?

I'll tell you why.. sheer laziness, and disregard for the rules.

"Common practice" be damned. A trader ID, A Lib Police ID, even a bloody Junker ID are not that hard to acquire as "stopgap" measures. Or fly your little starflyer to wherever you need to "rep up" and acquire your rep and cash after you've done the bloody work.

Sheesh.
