Categorically, this is not the case.

Here is a statement prepared earlier in an intense discussion:

"Bretonian lawful factions and Mollies must stop getting along like grouchy neighbours and more like enemies, the way canon RP is intended. The existing situation is confusing. Start an insurgency, you lazy Molly bastids."

The upcoming event will permit this to happen in a way that is roleplayed.

So what can one (and who should it be) do to change diplomacy in the name of the whole faction?

As in... for example start an infocard-backed war between Kusari and Liberty

Or End the war between Hessians and Corsairs?

Roleplay it. Talk about it in-rp.
SOmething that extreme is unlikely to happen, but it's possible.
You simply need to persuade people.
