Samura also has a hydrocarb facility in Tau 29. And I believe the Tsushima polymer plant is a Samuran facility.
As for any gun mining... I'd say no. Any ship able to mine with a reduced yield while using a mining turret... that I would not mind seeing. Heck, it'd give fighters something to stick on that rearfiring turret mount, that's actually worth using. It would also allow for transports and freighters to mine water, helium... and other abundant resources which are currently disabled or severely nerfed due to the current config.
