Nooblet, it seems that his wish to fly a Black Dragon is far greater then wish to be an undercover agent for the Order.
Basically, he would do a better job in being an undercover agent by flying another ship, and doing it to another faction.
But his choices are based on that ship, the Black Dragon, so I am asking why just not ditch the undercover thing and simply fly it as Hogosha.
