Faction inactivity, IMO, is the result of people being in too many factions and trying to divvy up what little game time RL gives them amongst these factions.

My advice? Go after some new players who have much to learn. Have some of these shipping companies bring them onboard. They can learn some routes, RP and have a bank ship for their other accounts in the process.
