So ya, not many people on and I see a npc cruiser patrol... I'm like yay time to have some fun, about 15 minutes of missile dodging later

some lvl 26 Navy tagged BH ship tractors the pilot and flees for Colorado...

If I tell him to drop said captain and he doesn't, am I allowed to shoot him and take it?
