In that case, the Lanehackers, Hellfire Legion and all military intelligence agencies will want the same privilege. That aside, a comparison: Dell may build hundreds of computers daily, can Dell monitor everything that someone does on those computers?
I think this is specifically meant to bring a boost to the police factions, since they are currently a "less then Navy" bunch.
