Wow. This is just a horrible rule update, and after all the discussion about it that's been going on in other threads I ask myself how you could come to the conclusion that this is best.
At least change it so that:
- Docking for transports doesn't count as PvP death (I see the balancing idea on this rule, to keep snubs/gbs/caps from refueling, but this has never made sense inRP and especially not for transports. Of course they're going to escape a bomber or cruiser. Of course they'll try to dock.)
- Caps should only be allowed to attack enemy transports in... well, we'll have a problem with the wording here. Their direct home systems, their zones they're supposed to defend. If I fly my transport across Omega 5, I shouldn't be surprised if I get pirated by a corsair or hessians cruiser. But nobody will benefit from it if systems like Omega-3 and Omega-7 get filled with pirating lolcaps, maybe even going into house space.
Ask yourself why the existing caps rule was in effect in the first place? Was it just there because someone felt like adding it after a cup of tea? I haven't been around long enough, but I'll assume that the rule was there for a reason.
By the way, I'd love to hear someone explain that "the lawfuls have enough caps to take out pirate cruisers dessies and battleships" to the lucky first traders who had their transport and cargo smashed in a ridiculously unbalanced fight:)
EDIT: If I remember correctly, one of the things brought up in this rule debate was that a lawful capital ship has to sit by and watch a pirate transport kill a trader. I think one of the main problems here is that the association of "trader" and "transport" is wrong. A freighter or transport shouldn't automatically have a "get out of prison card" for any caps if they're going around pirating traders. But now you've taken that card away from every transport/freighter, not only pirates, but including traders. I do believe things were pretty balanced up to now.
