It's not much different from Navy going to blow up the same Rogues they just popped in another system and loose the second time.
Your right. It is not a loop hole. but as a Lawful you blow up a smuggler who runs. Then he is back 15-20 minutes later. Your not going to just let him go by a second time again full of contraband. It is a rule that IMO promotes bad RP. If you are caught smuggling, or get pirated. It is just bad RP to go same route again 15 minutes later. The rule allowing it is OORP, and Promotes power trading. Then if the lawful dies? or Pirate they can no longer stop said transport even if they blew it up first few times. It is like the transport can have his pod warped back 5 or more systems, and get a new ship full of cargo in 15 minutes, but a snub pilot for example takes 4 hours? Seriously?
