I think the -1.0 FR5 is too much,
1. Smugglers don't make any more money than normal traders in the first place.

2. Some cops will harass you if you have a smuggler ID even if your not doing anything illigal

3. If you get more than one -1.0 FR5 there is not really much you can do on the character

4. the -9.0 either costs finding the right bribe (can take awhile) or killing a lot of the right npc (also takes alwhile).
