1: Hogosha, FA, Blood Dragons and GC all would oppose this submissive nature by Kusari. Kusari is a largely xenophobic, closed off society. They would not react well to being dominated by outsiders.

Kusari already is really, being forced in to signing a peace treaty with Gallia.

That being said, perhaps Gallia should fund a group like the Hogosha to bolster their efforts to hamper gas mining operations? Gallia could also have some kind of group equivalent to Privateers to sneak out and do some damage.

Kinda done. Ever heard of Gallic Junkers who can go anywhere in sirius and pirate? Depends on whom you go to for why they go to sirius and pirate though.
