Personally, I think this is a good idea. Whether or not it's actually implemented is another thing.
That said, I think very few people would disagree when I say that it's a good thing to stop the "no enlish (((" people from obtaining Large Ships. Will we probably drive some of them off? Yes. Is that really such a bad thing? I'll leave that up to you.
Obviously, as some have said, there will be bias. That is fact. No matter what we do, it will be there. But should we kill off an idea just because of a POSSIBILITY? Nah. It's like banning Vaccines because there's a POSSIBILITY that it'll kill someone. It's down-right silly.
If anything, we should at least give this a try via a test period of some sort.
