Yea, but if you would need a permission, I bet my life that the faction leader will fart on most request not made by their own friend.



I have an alternative:
1-Make cap super expensive
2-Capital ship, like barge, are asked on forum in a OORP way.
3-There is a fictional build delay of some days, that is the time it takes for the cap manager to reply.

All the above combined, and you can cut the capital ship mass by quite a lot.
This Is a real fixing, not some fancy complicated mechanism or cheesy RP with faction.
Tot make sure the players with a capital ship have a forum account and a bit more of knowledge of the game.
