A way to controll capital spammage

Prowler got a very good point. Cap are attracted by other cap like megnets.
That fix the issue concerning caps on ofensive.

However when you go to a popular place, I have experienced mass capital ship to counter a handful of snub. If someone own a capital ship, he will use it, no matter how cheap it is Or needed. Its a law of Disco-physic.
