Most newbies don't know how to RP. They learn it after some time. If they are disappointed right away and leave, then they cannot go to step B;)

a- A few factions will kneejerk and close off caps alltogether.
b- A few factions can't be arsed to regulate it and open it to anyone who can bother to register their ship.
c- A few factions will actually do what is hoped for and hand out caps to anyone with 2 working braincells that is able to communicate and to a degree work with the faction.
a- will cause a lot of hatred by non-faction members, rigthtfully claiming bias.
b- will make no changes to the existing situation.
c- might work, but people with their own ideas about how to roleplay a capship for that faction will still whine about bias.
In short, whining either way. That's why this is a bad idea.
