Decleration of Concept and Intent

I thought new dockable planets(or moons) in user made systems where not allowed. Am I incorrect? Thought it was in the "System Submission Guidelines"... *checks the thead* Ya, here;

It could just be a outpost orbiting the moon.

Other then that detail, I love the concept. I liked the original one as well. Oh, and good luck! :)
