I must go back to my previous point. The fact that apparently the order and liberty fight each other does not mean that they are not connected, I think is very reasonable to think they are, especially with the Liberty Intelligence. It's very common for intelligence agencies to have connection with organizzation that are depicted on the media as anti-goverment or even terroristic.

Look at the Osiris: it is quite obvious that the Osiris is an improved version of a Liberty Ship: thus they must have access to Liberty's secret reserach projects. Also the Order fighters look very similar to Liberty fighters... could it be just chance if every Order's ship look like an improved version of a Liberty ship?

Moreover it is quite obvious that the activities of the Order against the Nomads protect Liberty from a massive Nomad invasion. Why should the Order patrol Alaaka system if they do not care about protecting liberty from the Nomads?

Thus my opionion is that The Order is almost a Liberty secret Agency, but it is the kind of Agency that the Liberty Government will never admit to know on the media. The Order does the dirty job on behalf of the Liberty Government; the Liberty Government likes it but it cannot admit to have any kind of relation with the Order. In fact the order does covered activities also in the Kusari and in teh Rheinland territory. If a connection between the Order and Liberty would be revealed to the public, probably it would cause war between Liberty and Kusary or Rheinland.

Last point... the money, an Organizzation like the Order requires a huge amount of money and they do not pirate. Then the only reasonable explanation is that the Order is feeded by a powerful Government... the Liberty Government. Probaly only few members of the Liberty Governement and inside the top ranks of the Order know it.
