I got a question. Will Samura continue giving out loans? If yes, what do you think of my suggestion?

Now, for the above assumption to work, it requires the lender to be a company or at least a group which has some influence and power. Otherwise, the in-RP consequences of the scammer (and his faction), won't/cannot be severe. And this is good since individuals are impossible (or at least unusual) to have large amounts of money.
Also, from what I've read, your leader is considering to hand over loans only to official trading factions. However, I don't think it's enough.
