There are multiple ways to mod the ENB effect. You can add extra features to it by modding several .ini files. Thats what I think at least.

Those inis are ENB inis, aren't they? That's different from Freelancer ini files, because then it changes just the ENB, not Freelancer itself. Like Jack Aubrey said, he's changing ENB, but not touching FL ini files.

Edit: Also it wasn't said that only ini files is bad.
No change in rules is needed, modding ini files is covered by the anti-cheating rule. It's just that some were tolerated.
