Lowering prices for Order ships would be good for the Order, but unfair to the rest of the community.
Perhaps faction leaders could be given a certain amount of credits to pay "wages" to their members?
It is not unfair if there are seruous restrictions - put the low priced stuf where only the Order has access. Make a new base if you have to, and allow access there to the High command only. They will buy the new ships and equipment and then transfer them to the other members.
