I would just like to chip in here a bit too. Some of this should probably go through to the RFP as well.
I've been a bit concerned with the way the authorities are policing Rheinland of late. I haven't been personally involved in any cases, but what I've read has basically ensured I stay out of Rheinland if the server population is above 60.
The things I've read are chopper's case, smugglers getting an FR5 after being screenshot by a freelancer with no indication that the fl is in a position of authority or demand to stop or give up the cargo and other similar things. Also, my friend flying through when was hailed by the RFP to ask what his business was on PM when he was completely out of sight of any other vessels. He had also entered through a jump hole and hadn't taken a single lane yet (so no lane scans were possible) and had yet to come across a player vessel in Rheinland.
In-RP, I understand the tightening of the net. But gameplay wise, I just don't want to come to Rheinland anymore except as a lawful trader. I feel like if I miss one forum post and pick up the wrong cargo I either won't be allowed back or will get blasted, possibly by some ship that would give no indication of why. Even more so for any Junker characters (although the restrictions on them were definitely RPly justified).
I understand that the RFP, RM etc. can't provide 24 hr surveillance. But it is those holes in surveillance and the attempts to find them that make illicit (but not outright unlawful) characters both fun and possible to play. I think, if the net get too tight people will just stop coming except to trade legit goods. Victory for the RM and RFP yes, but might make life oorp a bit boring.
Basic suggestions for improvement, well still getting your enforcement:
Make sure your hirelings are within server rules.
Make sure they clearly state what is going on when they stop a vessel. If they're hired to police they should do so, not just silently take the information and pass it on nor open fire straightaway.
Really, a vessel you haven't seen or scanned doesn't exist as far as your character knows. Even assuming you had some sort of long-range scanners (player list) it would be pretty confused if it included all vessels (NPC traffic).
Also in the screenshot with Phaedra, the hirelings can't just make up false accusations (if indeed Phaedra had not been caught before and that ship wasn't just trying to cover itself off) to justify harsh action. That there is powergaming, and this should be addressed. RP on the fly and improvise of course, just make it fun for both sides.
Apologies for the long rant. I hope it is at least somewhat constructive because I do like both Rheinland and the RM.
Finally, I do want to add that the interactions I've had with the RM directly have always been excellent, flying with or against you.
