so the new government comes and still hogosha needs to have the same stance as before?

In RP nothing changed about hogosha they are still semi lawful suported by samura true they dont have same influence like before but even before when they are coughted doing piracy they were prisoned and treated the same way as any other criminal so what was the problem for hogosha to do the same thing in this new mod and ghet the same treatment. If the new government come along why dont you proclaim hogosha unlawful and ghet over with.
So as i said nothing changed in role play for hogosha except OORP thingy and that is runing it's ID wich killed entire faction !
