Please don't say " Oh this thread again ". All these threads must show that there is a serious problem regarding NPCs.

Any ideas why Rheinland is much less prefered than the other 3 Houses? or why Gallia is empty?

A major factor is the powerful NPCs. And even if sometimes they are not powerful, they are disturbing enough to discourage RP. Nerf them please.
