I think it's more about whether Gallia will try and butt the BHG out of criminal hunting. Kinda' like what Kusari did. It's more or less what the Evil Gallic Overlords decide on the matter. It's whether or not they(we) want the Bounty Hunters in the loop. Or the devs. *Shrugs*
