Funnily enough, everyone wants to be pirates, but nobody, save the Phantoms, Slaver's Union, the RM and a couple of the SCRA like being 'bad guys'.

None of the NPC factions can really be considered 'Good', except maybe the Order. Maybe. They all have their bad sides. Most have more bad than good.
