Of course, if the local mining factions such as Samura and Kishiro were to lobby to have that law changed - then maybe it would be.
My issue with this law comes from watching a pair of KSP officers pull over a Freelancer ID'd Clydesdale (no IFF, no armour - clearly a new player) and demand him to drop his Helium-3, which he had apparently bought from some GMG ship. What good does it do to restrict a commodity which was acquired purely through legal methods, and the sale of which would (inRP) bring money to Kusari, albeit indirectly? Should I be taking this to the KSP feedback thread?
In terms of game mechanics, Freelancer ID'd ships aiding pirates should be rephacked hostile to lawful factions, as that is a necessary part of all bounty contracts (excluding assassinations and on-the-spot hiring).
