How about we make the Nomads open use

Modification:
Pilot carrying this ID is a Nomad, who :

Can attack any ship or station at will, provided the relevant RP is used beforehand.
Cannot venture outside the Omicron, Omega or Tau systems unless accompanied by a Keeper.
Cannot demand credits.
Cannot land anywhere except Nomad bases.
Abuse of this ID such as OORP engagement may result in player sanctions or bans. This is not a Terrorist ID.

Allowed ships: Only Nomad Fighters and Bombers unless otherwise approved by the Keepers.

This actually is a Terrorist ID, what would you deem to be relevant RP to justify someone at will? ***I Nom ... U Dead*** ?
Because thats what I could imagine to happen in more the one case.
And the ZOI is pretty big as well, limiting it to the Omicrons only should be better.
