I agree, this will most certainly make the lawfuls more active

This is the next problem. But it can be solved easily....
Make the selling price for cardamine higher, so the brigands and others can smuggle it...this will bring activity to them (they profit from it), the lawfuls (who are against cardamine), and also the council (which is also against cardi as far as i know). Other illegal stuff could include: slaves, artifacts... for other unlawfuls mainly (i don't know the devs' plans on this)
The same for the corporations...make higher selling prices for legal commodities, everyone will (again) profit from it, and it will make Gallia as active as a real house, and that's how it should be.....so that it's as attractive from both the lawful as the unlawful point of view.
