Why would Chugoku not be listed under Zone of Influence?
I don't see a problem with this as there are KNF NPC's patrolling there and the Kusari Government would be very interested in obtaining information and control in this system.
There are plans in the works for complete control of this system and the eradication of Kusari political dissenters within.
So yes an unfulfilled claim on this system makes a lot of sense from a Kusari point of view.
Not going to get into the other part as all it really says is Freelancers can't carry these commodities, which is kind of a waste of a law in my opinion.
But I guess someone will comment on that part soon.
