Ashes, the 500 million is a my way of compensating someone for taking their time and using their skills to do something that I can't - paying/reimbursing someone for work done is hardly a bribe, it's a sign that the Council is serious and wants a ship. Having never asked anyone to create a ship before and not knowing any designers personally means I have to make a polite request to the community for the work I want.

The problem is, if you start offering credits then modellers are going to start expecting payment. None of the dev team recieves payment for their work, so why should an independant modeller?

If a modellers motivation is only money, then don't expect the work to be good. They'll do the least amount or work possible to get their pay. As opposed to someone who actually wants to do the work, and is self-motivated to do a good job.
