Every famous historical philosopher that has mentioned war has also mentioned gold. You can have men and materials, but without money, a war cannot be conducted. So yes, money is the most important factor to consider, and one which you do not need to as reported losses do not incur your treasury, a government does not really exist and there is no income to encourage one to form anyway.

I agree, but I imagine that your claim that the embargo only affects those items is just a little outlandish (note: British understatement). You embargo a country of similar size, liberal economy and mass privatisation of certain resources, and you get a massive decrease in trade of all goods, not just those you choose to embargo. I think you're deluding yourself if you think that an embargo on certain goods only affects those goods.
To clarify, foreign investment falls rapidly, growth in the economy stalls and consumer/supplier confidence plummets. This may happen to both sides, but I daresay Liberty's concentration of financial institutions, in particular Interspace Commerce would soften any impact compared to that which hits Kusari.
As I also imagine IC to be the only provider of commercial shipping insurance, you can bet that insurance premiums would go through the sky. I think the story of the discovery universe in general has not taken the monopoly of IC in the provision of insurance seriously, if at all.

Probably because it never should've happened, and only did because there isn't significant encouragement to view the currency component of an economy with sufficient weight, compared to the moral issues almost always overshadowed by good business practice.
Bear in mind, Liberty has responded to the ridiculousness and unrealistic actions of Kusari with unrealistic actions of its own. Namely, cracking some ice and making H-fuel out of it, converting to Deuterium as a fuel source and finding a lovely planet out in Coronado. It's as unrealistic as the situation you placed Liberty in would be, and an apt reward for a badly thought out set of actions.
