The biggest problem Kusari in backing down on any matter - or even compromising - is loss of face. I put it the community that any RP/OORP solutions wont be accepted by Kusari players unless they have a way to save face in doing so. Anything less is a disgrace to their ancestors - and political suicide.

That being said - the difference between saving face or losing it can be as simple as how a decision is worded or implemented.

Dont go too far too fast in applying sanctions or the term 'disproportionate response' applies (and encourages an excessive response in kind).

Instead of a full embargo or 'invasion' of neighbours - why not choose to apply an import tax on ships coming from those places (effectively a fine - but failing to pay it = tax avoidance). Implement measures by degree - and remove them by degree.

The best part about removing sanctions by degree is that it doesnt look like a backdown. In military speak it is the difference between a planned withdrawal and a humiliating retreat.

One could also start 'profiling' ships from the factions you want to sanction - subjecting them to more aggressive searches. Make them spill their cargo, then you can waste their time looking through it - and have them take it back and move on. In doing this you are effectively applying a 'time penalty' to traders - as profit x time = true income from trading.

If 'spies' like the LSF are caught red-handed in Kusari space - dont treat it as an act of war. Laugh at their incompetence - literally LAUGH at it! To be caught out like that represents a loss of face for Liberty - and Kusari can toy with that, as opposed to getting angry (again leading to a disproportionate response). This is especially true if no real harm came from the spies actions.

So, there are a couple of ideas. Kusari may be strong and decisive in its leadership - but there is also another Kusari trait that perhaps needs to be explored more.

Subtlety.
