Best for PvP - Keepers
Best for RP - None. There's an equally low amount of it spread over all factions, but rare gems are to be found (almost) everywhere.

Seriously. I have not seen RP from Keepers in over a year before pew pew.

I have seen pretty much every other faction RP well at times,and utterly suck at others.
