Please tell me why NY is part of Outcast ZOI, really, I want to know.

It's not that far for Corsairs to come, about the same distance as Outcasts really.

Both Outcasts and Corsairs have 'hard to get' commodities that sell extremely well on Manhatten.

I'll go and look that up for my own edumacation*.

*yes, I know, I spelled it wrong on purpose.

EDIT: well, had a look around and couldn't find anything that clearly defines the Outcast ZOI.
On the other hand, THIS thread has the 'rules' the various factions are supposed to follow.
Having looked at the Outcast rules, as far as being in liberty is concerned, they don't have a problem with it.
However, it also states that;

With the Liberty system being our primary system to smuggle & sell our Cardamine products, it is in the best interest of the people of the Outcast Commonwealth, and it's economy, to use stealthier tactics when entering Liberty or New York.

Therefore, No capitol class ship ( Destroyer class or larger) may enter Liberty System with out written consent of the Council of Ministers.

Of course there ARE exceptions to the rule.

To balance that statement, in the Corsair section of the rules, there is this statement;

16) Warship captains must not take their ship outside core Corsair territory* unless;

* They are accompanied by a balanced fleet, with at least as many fighters and bombers as there are warships. ......or....
* Their operation has received the approval of a Council Elder or one of their deputies.
*Here, "core corsair territory" refers to the regions of Omicron Gamma, Omicron Theta, Omicron Eta (south of minefield), Omicron Kappa, Omicron Delta, Omicron 91, Omicron 93, Omicron 94, Omicron 96, Omega 41 and Omega 5.
