I'd say that this point is a tad irrelevant. Forum is as valid for contacting the other characters as in-game meeting. It's not the problem of RFP, it's a problem of IC| and the player in question.

Utilizing the forum as a means to contact a player is perfectly acceptable.

The problem is that you're just posting a thread in an extremely high-traffic area of the forum, where it's very easy to miss if someone only checks the forums every couple days. I check the forums every day, and when I get around to doing it for the first time each day there are still 7 pages of unread posts to sort through. Missing a post isn't entirely unexpected.

You didn't contact him. You posted a thread in the forum that could easily get lost in all the mess. "All the planning charts and demolition orders have been on display at your local planning department in Alpha Centauri for 50 of your Earth years, so you'€™ve had plenty of time to lodge any formal complaint and it'€™s far too late to start making a fuss about it now."

Personally, I would think it wouldn't be totally unreasonable for you take five seconds to send an in-game PM as well, saying something along the lines of (in the RFP case) "This is an automated message informing you that an attempt has been made to contact your ship via the Neural Net" or something.

Nowhere does it say that forum usage is required to play on the server. If someone isn't using the forum, you shouldn't be taking advantage of that in order to get them punished without them even knowing about it.

Interaction, to me, should require evidence beyond a shadow of a doubt that the person has received the message. Whether it's an in-game PM, a forum PM, or an in-game transmission in system/local when the person is within range, shouldn't matter. If the person then ignores you, you've got every right to go forward with whatever RP consequences you have in mind.
