English is a pain in this regard. Words and phrases can have double meanings depending on the context and tone they are spoken in. If the words themselves where offensive or vulgar then its understandable, but if they where phrases taken out of context its another story.

If they where translated from or to another language that just causes all sorts of problems. Most translations are not literal because grammar differs from one language to another, so often you have to take what you know from both languages and re-phrase the passage in order for it to make sense.

Either way, they should have received some warning and given a chance to respond before getting hit by the ban hammer. Even if they knew they where in the wrong, its just good practice to caution rule offenders that they have done something wrong before taking action against them.
