Alright, this seems to be changed to the lowest white rep possible, so no docking. However, i still think that IMG ships should be able to dock at Hessian bases. So here's the question - is Hessian rep locked at this low point for IMG ID? The only way to test it would be buying the bribes on IMG ship, and due to it having full green hessians before repninja, which means it had really low rep with some lawful factions, it would totally screw it all up.
