well here are some questions

1) Can a normal RM with RM ID can enter to NY?

Rule-wise: Yes

[RM]'s view: Please dont. It is rather silly for a regular front line solder to sneak all the way to a hostile nation's capital.

[RM]'s view: Go for it and have fun, but remember: you are a spy, not a solder, you are there to gather intel on hostile forces and sabotage things.
