Why Zoners? Because if the shipline is not exclusive for the MM (which makes sense to me, as MM is not capable of producing their own ships) it should be civilian, which civilian party is almost neutral to everything? Zoners.

Why not outcasts? Because outcasts don't need another VHF.
Why not Hessians, same as above.
Why not any other faction, same as above.

Why not a Bretonian coorporation? I'd believe they have their hands pretty busy with providing BAF with ships. But can be discussed, although it won't be of free use if it's built by a lawful house.
Why not a Kusari, Liberty or Rheinland coorporation?

For a civilian ship which should be used by anyone, zoners are the best choise, like it or not.

Of course, if anyone can think on someone else who can build ships as a neutral party, it could be nice.

Are you MM? If you are getting bored, and you don't play as MM, are you really a MM? Sorry for being rude, but make your mind for once, leave or play.

Stations where the ship is sold, don't define its alegiance. For example Kingsfisher is sold on Manhattan, but it's completely okay to be used by Rheinlanders. So it doesn't matter on which station to sell the ship, it's rather OOC matter.
