Because Capital ships aka navy is the one whos hunting prates down and killing them on sight, instead of police jailing them.

In real life its like, child that steals a candy bar gets chased and killed by a tank :mellow:

Then lets set the record straight...there are about 1% (maybe less) of pirates that would go along with the "going to jail" routine......the rest just stall for time so they can assemble the gank-squad and kill the cops.Come on,anybody who's been here a few years has seen it way too many times to count,thats why the player gets frustrated and gets the big capship.

Everybody makes a bomber char and goes to raid liberty:D

There's one solution.

Seriously.....that right there is the attitude people need to lose altogether.Those of us who spend our time defending Liberty really wish we could just .kill these fools that do just that.
