Of course we could have continued like it was before, but after a series of thinking the Conclave was the best solution. OORPly there's less drama and inRP it's after Igiss' definition.

See it as a similar, unlawful version of the old Zoner Council. Unofficial brigand groups do their thing, when they want to use a faction right, it is reviewed by LE and either approved or denied. It's a win-win situation for everyone, and makes Brigands more active all in all.
Also, LE is not militaristic. Militaristic is something like GRN, LN or BAF. The leaders there act like they want to, while in the Legion, the leader discusses with the high members over important decisions. Just because there is one leader at the top, does not necessarilly mean a faction is militaristic, just more organized than the regular indies.
So, yeah, like CoA is now, it's definately more acceptable than last time, and hopefully we're looking into a bright future ^^
