What I mean by that was the LE's original desire to be the ruling group of the Brigands, with an all powerful leader at the top who controls everything.
The LE have the power to crew and maintain an entire Battleship, something that requires more organisation than any other Brigand group could muster.
The CoA just felt that their control over their own path is literally threatened. But the problem was solved before it became a problem really.
The LE can organise themselves however they like in their corner, as long as it doesn't dictate the whole Brigand lore. And they have done a fine job of not screwing up past the lore hiccup.
