Based on the last few days discussions here in the forum, coupled with the attitude of some players in-game, I would suggest the following:
Abolish all system claims!
Seriously, Im getting sick and tired of all this petty arguing about who owns what and who can go where.
Instead I suggest the following:
Faction influence: each faction can, if they want, influence one system. They do not own the system they merely have a bit of influence there.
In order to remain influential in the chosen system they must keep their reputation inline with that of one of the major factions in that system. Also, most of the faction members should use the chosen system as their permanent base. They do not have to be there at all times, but they do need to be there most of the time.
Note that a single system can have several factions trying to influence it. For example: Both the Bretonia Police and BMM can claim influence over Leeds, while both the Rheinland Police, Daumann, and the Junkers can claim influence in New Berlin.
And what does a faction get from claiming influence? Nothing, absolutely nothing. Its merely a RP thing they get a place to call their own. Thats all
Another idea, that would unfortunately demand a bit of administration, would be to manually change the reputation of those characters who wants to be part of a faction. For example, if I want to be part of a faction that claims influence in New Berlin on behalf of the Rheinland Police, then my reputation would be adjusted to match that of the Rheinland Police. Perhaps we should also have a joining fee (something like 2 5 million credits) as payment for the extra work that Igiss would have to do.
