What do you say about making raids, big big npc raids. We are in system A, there will spawn continuously until the event is done , weaves of enemies (nomads). They will slowly approach Base 1, Base 1 will make a distress into the system that is under-attack by enemy forces. The players mobilize and go and defend the base, if they success the faction keeps the station, if not, they will lose it, and need to pay a tax. Similar to our PVP events, but these are part of the Sirius story, the Nomads are the real threat, and we need to prove this. That means the npcs need to be very powerful and present a challenge for the player. Also, there could players into the attacking faction as well, but as the Nomads or the mysterious race are the main threats, they can attack in powerful weaves.
