Thing is what are you trying to achieve compared with discovery?
a) make different storyline - can't do your own storyline in disco just like that yes
b) add new features (i.e. cloaking, capital ship docking) - some of the things are on way while others should be added
c) completely changes some aspects compared with disco ("Space is now 500% more dangerous", "systems are 30% larger") - that's not likely to happen in disco
If try to do all this at once while at the same time while replacing everything but vanilla models it will take a LOT of work. However no matter how teschny might laugh discovery development always needs people, especially if one tries to add something new and different (like codenames achieved trough missions etc).
So there's a choice, make own mod (depending on what Igiss allows) and have to do a LOT of work and possibly having some great stuff, but ending with some small number of players (story of SW and Crossfire) or develop disco resulting in a mod where not everything is exactly what you would want but it gets used by more people.
