Reason is simple, true pirates would never stand and fight. They would take all the cash, jewelary etc. and disappear. While we have a bunch of sitting pirates, waiting for some prick to annoy him to get a reason to go blazing weapons.
The only pirates I saw in DiscoGC were The Lane Hackers. Never did I see them fighting, nor did I saw a message of the being destroyed. Too bad. That's what? Like 5 to 10 players? Rogues. Ech. Never saw them. Server lacks true pirates. That's my opinion.
Now I don't want to make some kind of revolution, however, fixing and adding few restrictions to Pirate ID would solve the problem. Such as "Cannot engage lawfuls" or alike.
Well. I hope you get my idea. May the discussion begin, about piracy, PvPabuse and hopefully the problem itself.
EDIT: Yeah. Forgot to talk about terrorists. Well. Pirates in DiscoGC are exactly those. They want to shoot rather than make profit. That's why a generic terrorist ID letting engage lawfuls but forbidding to engage trade ships would make more sense and deeper RP immersion.

Pirates (Generic IDs) are free to expound upon their character and what his choices in life are. Some may be crazy and attack lawfuls. And what do you mean they don't attack lawfuls... what about THIS, and THIS, and THIS, and THIS, and THIS, and THIS.
POINT IS: Pirates DO attack lawfuls.... And I could find TONS more but I think my point is proven.
