Think of yourself in a fight against a good VHF player, he is using magmas, sniping you and you are using 8.00s. Obviously he will win, because he can deal more damage in less time, while you, to make the same damage, must hit him constantly.
I approve of this change, especially when many are stuck with 8.00s like the PGs or Flashpoints or Sammies. It now means that you can deal as much damage to your opponent in smaller bursts. However, I can see how this makes them imba against larger targets that cannot doge your fire so well.
The rule of thumb you mentioned was complained on quite a while now, only because of that one flaw. Factions that were stuck with 8.00s, albeit not many of them, could not use them efficiently in battle. Only because it required to hit the target for one whole second. Just imagine how long is one second. The guy would have to be sliding pretty damn straight.
I welcome the change, I see more people use the Vengies over Magmas, for example.
