Today in fact, we had a pilot with a Corsair ID and a Deep Space Explorer pirating in PA, even those civilian pilots under level 30. Even though that pilot may have been high on cardamine, and the level of violence in PA is relatively low, as it is the system for starting pilots, I think a full NFZ should remain in place.
You do forget that a NFZ isn't enforced by the server administrators. It won't stop pirates who want to shoot someone inside of it from doing so. It will in fact remain a free for all. Jeremy will just have to create a strong case for FR5 so the official factions have a reason to file it for him.
